REPORTS TO: Executive Director
AREA OF FOCUS: Administration
SUMMARY: Responsible for the administrative support of day-to-day
human resource operations for the agency, provides guidance, support and
coordination to ensure consistency in the application of policies, procedures
and HR practices Administers recruitment and hiring support, and serves as the
Civil Rights Compliance and Affirmative Action Officer. Must be able to take
initiative, work independently, know when to ask for direction, and must exercise
discretion in handling confidential information.
ESSENTIAL DUTIES AND
RESPONSIBILITIES include
the following. Other duties may be
assigned.
- Supports and
upholds Couleecap’s mission to fight poverty and promote self-sufficiency for
individuals by helping to identify needs, mobilize resources, and provide
quality services.
- Provides direct
support to the Human Resources Director including scheduling meetings and
making travel arrangements.
- Assist with the recruitment and hiring process including helping
to update job descriptions, ranking applicants, scheduling interviews, sending
selection notices to candidates, participating in interviews, and conducting
background and reference checks.
- Conducts DMV driving abstract background checks for new hires.
- Manages
the Human Resources Information System including entering status changes,
prepare/send/approve on-boarding for new employees, review and approve
employee-initiated system changes. Conduct HRIP training, initiate system
announcements, and monitor system communications.
- Maintains
employee personnel and medical files; and ensures employee records are up to
date.
- Conducts employee orientation for new hires.
- Oversees and facilitates the onboarding process to ensure the
timely completion of new hire paperwork related to pay, benefits and other
agency related policies.
- Works
in conjunction with the Human Resources Director to ensure the required agency
Family Medical Leave plan paperwork is completed and tracks employees’
available leave hours.
- Shares
knowledge gained through research and training to help ensure the agency is
following appropriate human resource-related laws, regulations, and rules.
Assists in developing training programs that enhance employee skills and
productivity.
- Serves
as agency contact, alongside the insurance agent, regarding benefit plans and ensuring
benefit plan applications are submitted promptly.
- Interpret
and explain HR related procedures as needed.
- Acts
as the Civil Rights Compliance and Affirmative Action Officer for the agency.

QUALIFICATION REQUIREMENTS: To perform this job successfully, an

EDUCATION and/or EXPERIENCE: Requires academic education beyond high
school sufficient to qualify for registration in a professional occupation
(usually three years beyond high school); or four to seven years’ previous experience;
or equivalent combination of education and experience.
LANGUAGE SKILLS: Ability to read, analyze, and interpret
general business periodicals, professional journals, technical procedures, or
governmental regulations. Ability to
write reports, business correspondence, and procedure manuals. Ability to effectively present information
and respond to questions from groups of managers, other staff, and the general
public.
MATHEMATICAL SKILLS: Ability to calculate figures and amounts
such as discounts, interest, commissions, proportions, percentages, area,
circumference, and volume. Ability to
apply concepts of basic algebra and geometry. Ability to compute rate, ratio,
and percent; and draw and interpret bar graphs.
REASONING ABILITY: Ability to apply common sense
understanding to carry out instructions furnished in written, oral, or diagram
form. Ability to deal with problems involving several concrete variables in
standardized situations.
CERTIFICATES, LICENSES,
REGISTRATIONS: Access to
reliable, licensed, insured driver and transportation.
OTHER SKILLS and ABILITIES: Ability to understand, appreciate, and
interact with people from all cultures or belief systems. Ability to operate a
variety of office equipment: computer, scanner, copier, FAX machine,
printer. Experience with Microsoft Word
and Excel. Tact and courtesy,
initiative, resourcefulness, good judgment, and reliability. Excellent oral and written communication skills. Ability to establish effective working
relationships with staff and other professionals. Ability to keep accurate records and make
reports. Strong ability to maintain
confidentiality.
