Community Development Assistant Director

The Community Development Assistant Director provides daily management and oversight of Couleecap’s Community Development Department, including housing, homeownership, counseling, rental, land trust, and economic development programs. This position supports the Department Director in implementing affordable housing and economic development initiatives in compliance with funding requirements and agency policies. The Assistant Director collaborates with internal and external partners, represents the agency as needed, and contributes to organization‑wide leadership and strategy.
Key Responsibilities

Program & Financial Management
- Assist in the development and management of departmental budgets, including grants, program income, match, and other revenue sources.
- Identify funding needs and opportunities; research and write grants to support new or existing programs.
- Monitor contract performance and report outcomes to funders, agency leadership, and the Community Development Director.
- Develop and implement corrective action plans when performance issues are identified.
Coulee Community Land Trust
- Identify opportunities to support, optimize, and expand the Coulee Community Land Trust.
- Lead and support staff in operations of the land trust program and execution of expansion opportunities
- Lead and support staff in daily land trust operations and execution of growth initiatives.
Housing Counseling & Lending Programs
- Serve as the agency’s housing counseling point of contact and oversee housing counseling programs and staff
- Ensure Department of Housing and Urban Development (HUD) compliance, required data collection, reporting, and quality standards.
- Facilitate, organize, implement, and provide direct training for HUD housing counseling staff.
Program Development & Collaboration
- Support the Community Development Director in planning, financing, and coordinating partners for affordable housing and economic development initiatives.
- Develop and maintain positive relationships with funders, contractors, community members, clients, partner agencies, and staff.
Quality Control
- Identify and implement efficiency improvements in workflows and program processes.
- Oversee and implement quality control plans across all departmental programs to ensure compliance and maintain well‑organized, accurate records.
- Maintain and promote safety standards.
Agency Representation & Leadership
- Represent Couleecap at public meetings, hearings, and community events as needed.
- Serve as a member of the Couleecap Management Team.
- Perform other related duties assigned by the Community Development Director.
Supervision & Team Development
- Supervise 11 - 20 supervisory and non-supervisory staff in accordance with agency policies and applicable laws. Identify staff goals and provide guidance to achieve program objectives
- Provide leadership, coaching, training, and professional development to staff.
- Responsibilities include:
- Hiring recommendations and onboarding
- Train and coach staff and volunteers
- Plan, assign and direct work
- Performance evaluations
- Addressing complaints and resolving issues

Education and/or Experience
- Bachelor’s degree from an accredited college or university or seven years of related experience or an equivalent combination of education and experience.
- Preferred experience includes:
- Managing complex, decentralized operations
- Supervisory or people-management experience
- Building collaborative partnerships
- Working with low-income or disadvantaged populations
Communication
- Ability to read, analyze, and interpret technical publications, financial reports, and legal documents.
· Ability to respond effectively to inquiries or complaints from clients, regulatory agencies, funders, and community partners.
· Ability to write clear, well‑organized reports, speeches, and articles that conform to prescribed formats.
· Ability to effectively present information to senior management, public groups, and boards of directors.

Certificates, Licenses & Registrations
- Must hold a valid driver’s license and maintain vehicle insurance.
- HUD Housing Counseling Certification must be obtained within 12 months of hire.
Physical Demands
- Frequently required to sit and communicate verbally.
- Occasionally required to lift and/or move up to 10 pounds.
Work Environment
- Typical office and community‑based work environment.
- Moderate noise level typical of a busy community resource center.
