This position is a service‑, compliance‑, and enforcement‑oriented role responsible for supporting the safe and orderly operation of the Recreational Marina. The Recreational Marina Wharfinger ensures proper vessel location and moorage assignments, enforces applicable provisions of the Port Facilities Code, conducts vessel inventories to support accurate billing, and maintains a consistent on‑dock presence to promote safety, regulatory compliance, and customer service.
The position also includes significant administrative responsibilities, including managing the long‑term moorage waitlist, processing and tracking Moorage License Agreements (MLAs), and enforcing insurance requirements through the collection and verification of Certificates of Insurance (COIs). These functions are essential to maintaining accurate records, reducing operational and financial risk, and ensuring that long‑term vessels meet Port requirements prior to peak seasonal activity.
The Wharfinger carries out Recreational Marina operational policies and procedures as established by the Port Commission, Executive Director, Harbormaster, or designee. The position is expected to provide courteous, timely customer service while exercising professional, consistent, and firm code enforcement when necessary.

Directing Moorage Holders (40% of Time)
| E | | Conduct and maintain accurate inventories of vessels within the Recreational Marina to support billing and regulatory compliance. |
| E | | Access and move throughout all dock areas of the Recreational Marina on a daily basis to perform assigned duties, with or without reasonable accommodation. |
| E | | Perform daily visual inspections of docks, walkways, and marina facilities to ensure safety, compliance, and identification of maintenance or material issues; prepare and submit inspection reports. |
| E | | Assign, if appropriate, and direct vessel owners and crew to designated moorage locations in accordance with marina policies and availability. |
| E | | Monitor and report vessel movements, exceptions, and moorage changes to the Harbormaster in a timely manner. |
| E | | Maintain a consistent on‑dock presence in all weather conditions to support operations, safety, and customer assistance. |
| E | | Operate computer‑based and mobile marina management and reservation systems to support operations and assist customers. |
2. Code Enforcement (35% of Time)
| E | | Develop and maintain a working knowledge of applicable Port Facilities Code provisions and related regulations. |
| E | | Communicate Facilities Code requirements, expectations, and compliance obligations to Port users verbally and in writing. |
| E | | Enforce applicable regulations by issuing directives, warnings, and citations in accordance with Port policies and established procedures. |
| E | | Coordinate with security personnel and internal staff to support effective enforcement and compliance activities. |
| E | | Perform safekeeping actions authorized under the Port Facilities Code, as directed by the Harbormaster. |
| E | | Explain and disseminate Facilities Code requirements to Port users in accordance with Port policies and procedures. |
| E | | Assist with vessel seizure and required notification activities in compliance with applicable regulations and Harbormaster direction. |
3. Administrative & Compliance Responsibilities (15% of Time)
| E | | Administer the long‑term moorage waitlist, including maintaining records, communicating with applicants, and coordinating actions with the Harbormaster. |
| E | | Process, track, and maintain Moorage License Agreements (MLAs) to ensure accurate documentation, billing support, and compliance. |
| E | | Collect, track, and enforce Certificates of Insurance (COIs) for all long‑term moored vessels in accordance with Port requirements. |
| E | | Identify and resolve compliance issues in coordination with the Harbormaster, including proactive resolution during the off‑season to prepare for peak activity periods. |
| E | | Maintain accurate and organized digital and physical records related to moorage assignments, vessels, compliance, and marina operations |
4. Maintenance (5% of Time)
| N | | Remove debris, abandoned materials, and unauthorized items from docks and marina facilities to support safety and operational appearance. |
| N | | Replace minor water and electrical fittings or perform limited upkeep tasks when assigned, outside the scope of regular maintenance staff. |
| N | | Identify and promptly report major maintenance issues, hazards, or infrastructure deficiencies to Operations and Maintenance staff. |
| N | | Conduct lawful marine mammal deterrence activities as directed by the Harbormaster and in compliance with applicable regulations. |
5. Other Duties and Special Projects (5% of Time)
